The Express Entry system consists of the following Canadian permanent residence (PR) programs;
1. Federal Skilled Worker Program
2. Canadian Experience Class
3. Federal Skilled Trades Program
4. Prinvincial Nomination Program
You must intend to live outside Quebec to be eligible for any of the above PR programs because Quebec does not participate in the Express Entry system.
This means that even if you are currently residing in Quebec you can still become a PR through Express Entry; however, you must take extra steps in your PR application to convince the visa officer about your intentions/ settlement plan to live outside Quebec after you become a PR.
